I saw this on Nat Geo. As soon as the routes start going from the hood to any other area it will eventually become hood/shitty/ghetto/nigertopia. The niggers with cars are all drug dealers, so they tend to stay in the hood. Go to any big city without a bus system and see if the ghetto is growing. The niggers just use the buses to go to new areas to find new homes to destroy. They don't use the buses to go to work because tax payer dollars come in the mail.
